You can download my "Test Configuration" workaround for Win32 Apache2.0 from here for free and without passing me an e-mail address, cookie or anything.. It's really just a personal patch of my own and may or may not fix your greater problems - however if you drop the file dexterdyne.bat (in the zip file) in your server root and touch up your "Test Configuration" properties in your start menu as outlined - it could work for you too as long as your server root is named ..\apache\..

Please be aware, this hasn't made it through any formal Q/A cycle or been sanctioned by apache.org - but it might be worth checking out if you are seeing errors like this on win2k Apache 2.28 httpd server:

"..apache: illegal option -- w.. ".. [warn] pid file C:/program files/Apache/logs/httpd.pid
overwritten -- Unclean shutdown of previous Apache run? ..

wrowe@apache.org, at apache.org says that it's a better idea to go to win32 Apache 2.31 (I can confirm that means MUCH better)..
